Stopwatch - always on top

Here it is on Mac.

Keep the window on top of your windows from the right mouse button menu.

In Windows it shows the time in the Taskbar.

In version 1.2 you can also pin the Stopwatch, hiding the title bar.

You can show milliseconds from the right mouse button menu.

You can start, pause and resume with the spacebar too.

In Windows, just unzip and run the Stopwatch.exe file.

On Mac just run the Stopwatch.pkg file and drag the Stopwatch to your Applications folder to install.
